This is an important reminder that the Vermont Department of Labor (VDOL) will transition from Electronic Data Interchange (EDI) Claims R1.0 (FROI and SROI) to EDI Claims R3.1 (FROI and SROI) effective November 6, 2023. Accordingly, effective November 6, 2023, use of the R3.1 standard will be mandatory for FROI and SROI reporting for all Vermont Trading Partners.
As Vermont’s transition to 3.1 heads into the final stretch, the following provides important background information, and outlines upcoming dates and requirements as follows:
Background
The Vermont Department of Labor (VDOL) announced the move to R3.1 on November 3, 2022. Trading Partner and Vendor R3.1 FROI SROI testing was initiated early this year on March 1, 2023, with a completion date scheduled for October 10, 2023 in anticipation of the November 6, 2023 go-live.

Transition requirements and timelines
The following outlines important dates and requirements to note as part of Vermont’s transition to EDI Claims R.3.1 (FROI and SROI) effective November 6, 2023:
Testing
- FROI/SROI Testing start date for Trading Partners and EDI Vendors - 3/1/2023.
- FROI/SROI Testing completion date for Trading Partners and EDI Vendors – 10/20/2023.
Production
- Trading Partner Agreements due before testing begins or by 10/20/2023.
- Trading Partners ensure the last reportable Release 1.0 EDI files are sent and received by 5PM CST (6 PM Est) – 10/31/2023.
- Quiet Period: There will be a quiet period between November 1, 2023, and November 5, 2023, when Trading Partners should not submit claim reports. 11/1/2023 – 11/5/2023.
- Go Live: Submit all VDOL EDI R3.1 FROI and SROIs via EDI IAIABC XML file format – 11/6/2023.
- All Update Reports (FROI and SROI UR) for legacy claims are due from Trading Partners. The legacy claim definition is found in the VDOL Event Table – 2/29/2024.
As the R3.1 transition rapidly approaches, it is critical that all Trading Partners review the required specifications and have implemented the necessary changes in preparation for the November 6, 2023, go live date. In this regard, applicable trading partners should carefully review the information posted by the Vermont Department of Labor (VDOL) on its website to properly prepare for the upcoming changes.
Other recent FROI/SROI transitions (2023)
In the big picture, it is noted that Vermont is the last of four states to transition to R3.1 in 2023 and will be the last state until 2025 when Virginia is scheduled for FROI SROI R 3.1 on January 16, 2025. The other states that transitioned to Release 3.1 this year include Idaho (FROI/SROI – September 14, 2023), Texas (FROI/SROI – July 26, 2023), and Louisiana (FROI only – May 22, 2023).
