The Centers for Medicare and Medicaid Services (CMS) has released an updated Medicare Secondary Payer Recovery Portal (MSPRP) User Guide Version 6.1 (April 1, 2024) which includes several updates, including the ability to find Qualified Independent Contractor (QIC) or Administrative Law Judge (ALJ) appeals status updates in the MSPRP, updated operating hours for Experian, and clarification that business addresses and phone numbers are not to be used for the ID proofing process.[1]
The below provides a general summary of the updates:
QIC and ALJ Appeals Status
As part of this update, the MSPRP has been updated to include information regarding QIC and ALJ appeals status on the “Waiver/Redetermination/Appeal/Compromise” Tab within the MSPRP.[2] Table 15-19 within the MSPRP User Guide indicates that when a QIC or ALJ appeal has been submitted on a case, the MSPRP will show the date the appeal was received, the status or decision of the appeal, and the date of the decision.[3]
Experian Operating Hours Updated
CMS uses Experian as the Remote Identity Proofing (RIDP) service provider as part of the Identity Proofing and Multi-Factor Authentication (MFA) process, which is a process that provides authorized users the ability to view certain unmasked data within the MSPRP.[4] The MSPRP User Guide notes that if Experian was unable to validate a user’s identity during the ID Proofing process, the user may need to contact Experian to complete the ID Proofing process by phone.[5] As part of the latest update, the MSPRP User Guide notes that Experian’s operating hours have been updated.[6]
Business Address and Business Phone Not to be Used for ID Proofing
The MSPRP User Guide has been updated to note that business addresses and business phone numbers may not be used as part of the ID Proofing process.[7] When completing the ID Proofing process, users will need to enter certain personal information, including their address and phone number.[8] The latest update to the MSPRP User Guide clarifies that these should match the user’s current residential address, as well as their personal mobile number or landline and that business addresses and business phone numbers are not to be used.[9]
